Motion to Ensure Independence of the Ethics and Elections Committee

Moved by 1st Vice President Raisbeck

Seconded by Director Famiglio

WHEREAS, it is critical to the governance of the ARRL that the Ethics and Elections Committee be, and be perceived by the membership and Board to be, non-partisan, independent, and consistent in its determinations;

THEREFOR, it is resolved that the first sentence of By-law 42 be revised as follows:

“There shall be an Ethics and Elections Committee composed of 3 individuals who have served in the past, but are not currently serving, as Directors, Vice Directors, or Board Officers.”

And that the last bullet of by-law 42 be revised as follows”

“The members of the committee shall be appointed by the Board at the Annual Meeting from among past Directors, past Vice-Directors, and past Board Officers. If the Board is unable to agree on three candidates, the President shall appoint the remainder.  The President shall designate the chairman of the Committee.  Anyone appointed to the committee shall be ineligible to run for Director or Vice-Director, or to be elected an Officer, for their tenure on the committee, and for two years thereafter.”
